The NSW PDRS BESS Platform

A suite of applications we build for the parties involved in a home-battery claim under the NSW Peak Demand Reduction Scheme.

The NSW Peak Demand Reduction Scheme is a New South Wales government scheme. A home battery enrolled with a virtual power plant can earn certificates under it, and an accredited certificate provider is the party that lodges that claim.

Three parties therefore have to agree on the same set of facts about one battery, and each of them needs a different view of it. That is the problem this platform solves. Kelpie Energy builds and runs the software; the scheme roles belong to the parties using it.

The components

For households

Customer app

A mobile app for the owner of a home battery. It walks them through registering their site, starting a claim, capturing the required on-site evidence, and signing their nomination form. It shows them the status of their claim from start to finish.

For IPART Accredited Certificate Providers

Provider portal

A web console for the provider handling a claim. It presents each claim as a single dossier — the evidence, the signed nomination, the site and battery details — so a reviewer can approve or return it, and export the implementation data they need to lodge, as well as audit-ready data packs.

For virtual power plant operators

Operator portal

A web console for the operator a battery is enrolled with. It lists claims which include that operator, and lets them confirm or decline an enrolment, upload the signed demand-response contract, and reconcile their enrolled sites in bulk.

For system-to-system integration

While no technical integration is required to work with our platform, it is designed so that both VPP operators and ACPs systems can be integrated and leverage functionality through their own applications, enabling robust automation and streamlined processes.

Step by step

How it works

What happens, in order, from registering a site to a certificate provider lodging the claim.

  1. 01

    Battery owner self-assesses eligibility

    A battery owner answers some questions to get a general eligibility assessment.

  2. 02

    Start a claim

    The battery owner can begin completing information, including nominating which VPP provider they have an agreement with.

  3. 03

    The operator confirms the enrolment

    The virtual power plant operator sees the claim that named them, confirms the NMI is enrolled with them, and files the signed demand-response contract. Their confirmation carries the date the battery was onboarded.

  4. 04

    Capture the evidence

    The household photographs the installation on site. Each photo is captured through the app with the device's location and time, and the coordinates are written onto the image itself before it is stored. Supporting documents are uploaded alongside.

  5. 05

    Sign the nomination

    The household reads their chosen ACP's nomination form and signs it on screen. The signature is drawn into the document, the document is sealed, and both parties can download the same copy afterwards.

  6. 06

    The provider reviews and lodges

    The certificate provider reviews the complete dossier in their portal, approves it or returns it for correction, and exports the implementation data they need in order to lodge claims in TESSA.

If a claim comes back

A certificate provider can return a claim rather than approve it. When that happens the household starts a revision: the evidence the provider already accepted carries over, and only what was returned needs re-doing. The original submission is kept as the record of what was reviewed.

A household can also cancel a claim outright in the early stages, before anyone else has taken a position on it, and start again.
